Proposal One -- This proposal is to stop an Owner from requesting the FAAB be activated and not use it. The reason for this rule is that there is an
inconvenience to the league due to all Owners having to post a message for their moves then the Commish has to make the transactions and request that CBS rerun our league stats so that the retroactive moves are counted. If the FAAB is turned on, it should be used. This same rule would also apply when an Owner requests the FAAB be started in order to Poach a player.
"If an Owner should request that the FAAB be activated and no bid is made by anyone, that Owner shall lose one of his Moves. "
Proposal Two -- The present rule for turning on the FAAB is that if it is requested to be turned on before noon (for example Tuesday), it will run at Wednesday midnight. If it is requested to be turned on after noon Tuesday, it will run Thursday midnight. The period from Tuesday after noon to Thursday midnight is a long time for Owners not to be able to make their own moves due to the FAAB being turned on. This proposal would shorten that time and also make it easier on the Commish as he would only have to check the site at noon to see if the FAAB needs to be turned on instead of all through the day.
"The FAAB may only be requested to be turned on before noon on any given day (12:01 AM to 11:59 AM). It will then run the next day at midnight, (example, turned on Tuesday morning, runs Wednesday midnight). -- The only exception to this rule is when Poaching a player. An Owner may request a player be dropped from an Owners roster immediately after 8 PM, however the FAAB will not be started until the next morning."
Proposal Three -- At the present time, we have no penalty for bidding on a player before he is active in the league as per our four Offical Sites. This will correct that situation.
"If an Owner wins a bid on a player that does not show on one of our four Official Sites as being active in the NL, the bid is VOID, the Owner loses the Move and his position in the FAAB tiebreaker order remains as the system has put it after the bid."
Proposal Four -- This will change the way that the tiebreaker on the FAAB is set. Presently it is set by the reverse order of standings as of the previous Sunday. This would change it to a more random order.
"The FAAB tiebreaker will be set to the reverse order of standings for the previous year at the start of the season. Everytime an Owner wins a bid, he will move to the bottom of the list and everyone that was below him moves up a notch. It will continue this way all season."
Proposal Five -- This is to change how DL / ML replacement players are handled when the FAAB is turned on. Below are two options. Please vote for A or B.
A) -- "When an Owner posts a message for a DL / ML replacement while the FAAB is activated, the Commish will make the move ASAP and if the player is also being bid on at that time, the bid will be VOID." == Note that new players to the league will still have to be bid on and can not be picked up as a DL / ML replacement until the second calendar day ending at 8 PM. The players eligible to be picked up are ones that have been in the league for a length of time and most likely will not be a factor in the bidding anyway.
B) -- This is the present method = "When an Owner posts a message for a DL / ML replacement while the FAAB is activated, the Commish will make the move after the FAAB has run the next time and make the move retroactive."
Proposal Six -- This proposal deals with excluding DL players from being bid on. == Presently our rules allow for FAAB bidding on DL players. Before we had the FAAB and announced who we were bidding on, this made sense. Now that we have a blind bid, allowing DL players to be bid on results in almost all of them having a dollar salary and skews the salary of all other players. == On Auction Day we presently are allowed to bid on DL players. If a player is injured and projected to be out most of the season, there is no reason we should be allowed to bid on him at the Auction.
"Only active NL players can be included in FAAB bids. If a player is active in the NL at any point while the FAAB is on, but sent to the DL or ML before the FAAB is run, the bid will still be valid. == At our spring Auction, players who are on the 60-day DL will not be eligible to be bid on. Players on the 15-day DL can still be bid on."
Proposal Seven -- Presently a player that is in the Minors who has NL statistics for the year may be taken as a DL / ML replacement player immediately upon his activation to a NL roster. This stops other Owners from bidding on the player when activated. A player that has been in the Minors for a couple of months can suddenly become a valuable player. Everyone should have the chance to bid on the player.
"A player activated from the Minors, regardless if he has current year NL stats or not, must be bid on until two calendar days ending at 8 PM have passed (approximately 48 hours). At that time he may be picked up as a DL / ML replacement player."
Proposal Eight -- This is a proposal to change the way the Commish turns in his Keepers. == In the past, two days before the Keeper Deadline, The Commish has turned in his Keepers with an email to everyone of who they are. He can see everyone's Keepers as they are checked off on the site and realize this would be an advantage if they were not turned in early. If his Keepers are sent to everyone, it could possibly be a disadvantage for him. This proposal is a compromise.
"The Commish will check his Keepers on the site two days before the deadline. He will also send an email of them to the previous years Champion and Second Place finisher. This will provide proof that they were turned in early, but will not have them go to the entire league to possibly put him at a disadvantage."
Proposal Nine -- We have a minimum innings pitched rule and a minimum at bats rule. If either minimum is not met, CBS gives a penalty of zero points in ERA and WHIP or zero BA points. This is a pretty stiff penalty if an Owner barely misses the minimum. Should we eliminate the minimums?
Procedure Clarification Ten -- The FAAB is setup so that a player must be a free agent for 24 hours prior to the run in order to be included in a bid. -- The following is not a rule proposal, but a clarification on if the following procedure should be allowed. == Assume the FAAB is started noon Friday and will run Saturday midnight. If an owner drops a player on Friday (this would have to be done by activating a DL / ML player and dropping an active player). The owner then bids on the dropped player in hopes of getting him at a lower salary in the Saturday night run. When the player is dropped an email goes to all owners of the transaction, so anyone that accesses his computer in the next 24 hours will be aware of the drop. Chances are this would only be done with a high quality player and we should have quite a few people bidding on the player. If we vote that this should not be allowed, we need to come up with a rule to prevent it. Should this be allowed?
