Rule Change Proposals

We had 6 owners eligible to vote. Only five voted. Frank did not vote.
Proposal One -- Presently at our spring Draft, we have no Official Time Limit as to how long an Owner has to pick a player in each round. This Proposal is a way to speed up the Draft and give everyone an equal time to make their picks.

"Our time limit on picking players at the spring Draft will be three minutes per Owner for each round. An Owner who has a double pick will get five minutes total. If an Owners time expires, he must wait until the next Owner picks before he can announce his player. After an Owner is skipped he will get 30 seconds to make his next pick. No additional time will be granted to any Owner. "

This failed by a vote of 4-1. Voting against was Martinez, Gary, Joe and Gaurav/Stephen.

Proposal Two -- We have attempted the last couple of years, through various rule changes, to reduce the "First Claim" pickups on players thus giving those who have less computer access a more even chance at players. At the present time players who have no NL stats for the year must be bid on. == We have two competing proposals to futher define which players should be bid on with the FAAB. Vote for "A" or "B"

Change A -- "The FAAB will stay turned on at all times during the season. All players picked up will be bid on. This includes DL and ML Replacement players, players activated from the DL or ML and players traded to the NL from the AL. Each team will start the season with a $500 budget to bid on players for the entire season. When that is gone, you may not pickup any players. The FAAB will run three times a week, Monday, Wednesday and Friday."

Change B -- "The FAAB will remain as it is now. It is turned on and off when requested. Owners will receive $200 to bid with for the season. All players that are promoted to the active 25 man NL roster must be bid on. This includes those from the Minors, the Disabled List, the AL or any other inactive list. It does not matter if they have NL stats for the year or not. After a player has been in the NL for two days ending at 8 PM (i.e. A player that enters the NL on Tuesday must be bid on until Thursday at 8 PM), he may be picked up as a First Claim or DL / ML replacement player."

Change A won by a vote of 3-2. Voting for A was Gary, Joe and G/S.
